v1.19.18 — The methodology assistant now builds the survey for you

Surveyor's methodology assistant used to end with a wall of advice telling you to go build the instrument somewhere else — now it builds it, importing every validated scale it recommends and drafting items for the rest. Institution admins can manage buildings and rooms from the admin console. Surveyor's mobile sweep is finished: the results tabs, distribute, longitudinal, and Delphi views all work on a phone now, and a preview-page crash is fixed. Also: save any paper or scale straight to your library from its page, delete a source from the editor without leaving your draft, and a document-rendering bug on the public verification page is fixed.

Changing the document font in the editor now actually reaches the references, notes, and bibliography, not just the body text. Also: department and program heads get scoped admin power over just their own area, external transfer credit can be recorded on a student's waiver, an allocator rerun now sees enrollments made in earlier rounds, and a batch of citation, export, and editor fixes.
